Job Summary: We are seeking an experienced Contracts & Subcontracts Manager to oversee the full lifecycle of government and commercial contracts. This role is responsible for managing pre-award through closeout activities, ensuring compliance with regulatory requirements, and supporting program execution through effective contract and subcontract administration.

Required Qualifications and Experience:

• Proven experience in contract and/or subcontract management.
• Working knowledge of contract structures and content (FAR Parts 13 and 11 preferred).
• Familiarity with multiple contract types (Fixed Price, Cost-Reimbursement, T&M).
• Strong understanding of FAR/DFARS and related government regulations.
• Excellent written and verbal communication skills.
• Ability to work independently with minimal supervision.
• Advanced computer skills, particularly in Microsoft Word and Excel.
• Strong organizational skills with the ability to manage multiple priorities simultaneously.
• Exceptional attention to detail.
• Bachelor’s degree preferred.

Key Responsibilities:

Contract Management

• Manage the full lifecycle of contracts from pre-award strategy through execution and closeout.
• Administer, negotiate, and monitor a variety of contract types, including:
  • Cost-reimbursement (CPFF, CPAF, etc.)
  • Time & Materials (T&M)
  • Indefinite Delivery/Indefinite Quantity (IDIQ)
  • Firm Fixed Price (FFP)
  • Joint Funding Agreements (JFA) under Other Transactions
• Facilitate pre-award and post-award activities supporting company programs.
• Develop cost proposals and perform cost analysis as required.
• Collaborate with customers, program teams, and subcontractors on funding and budget matters.
• Monitor contract budgets and support budget formulation.
• Manage contract closeouts.
• Negotiate and issue contract modifications.
• Plan and conduct post-award conferences and debriefings.

Subcontract & Supplier Management

• Lead development, distribution, and management of all subcontract agreements, including independent contractor (1099) arrangements.
• Ensure proper flow-down requirements from prime contracts into subcontracts.
• Manage supplier cost, schedule, and contractual performance, including compliance with:
  • Insurance requirements
  • Funding limitations
  • Staffing plans
  • Service Contract Act (SCA) requirements
• Oversee compliance with subcontracting plans and eSRS reporting.
• Manage teaming agreements (TA, CTA, etc.).
• Select or recommend subcontractors, prepare subcontract packages, issue awards, and administer subcontracts.
• Handle subcontractor compliance events and implement corrective action plans as needed.

Proposal & Program Support

• Participate in proposal development, pre-proposal planning, and post-award execution activities.

Work Environment & Schedule: Onsite/Remote/Hybrid: Employee may be required to travel to a Decypher office or meeting location for periodic meetings. Prolonged periods of sitting at a desk and working on a computer. Schedule for this position: full-time, M-F, minimum of 8 hours per day; work window is normal day work hours (8 am – 5 pm local time)

Compensation & Benefits: The annual base salary range for this position is $70,000 - $100,000. Please note that the salary information is a general guideline only. Decypher considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
